Takeshi Kitano's third film is a coming-of-age story, a departure from his previous two works. The protagonists are a deaf couple. Shigeru (Kuroudo Maki), who works part-time collecting garbage, becomes completely absorbed in surfing after finding a surfboard at a garbage dump. His deaf girlfriend, Takako (Hiroko Oshima), watches him practice on the beach, and Shigeru improves enough to enter a surfing competition.

The minimalist script, with almost no dialogue, showcases director Takeshi Kitano's strategic brilliance in making a film centered on deaf characters. The film overturns the established reputation of Kitano's violent films with scenes of the couple walking together, the humor of Kitano's signature nonsensical comedy, and the lyricism of Shigeru calling Takako by throwing pebbles at her window.
